Full hair are generated interpolating guide hair positions and represent the final hair result (i.e. what hair will look in your renders). Actually, to be more precise, if you render using the 3Delight engine,  hair will be converted in Renderman cubic curves which will create very smooth splines (this is discussed more in detail in the "export and render" page).
Even if full hair may hold a huge amount of data and geometry, you can still refine and add detail using the same comb, scissors and scale tool as with guide hair, plus other specific tools like a hair root razor, a clump tool and many more under development.
Once full hair "refinement" is achieved, it's time to export hair and render.
